This is an international treaty between member states of the European Union that was signed on the 29th of October 2004 but remains unimplemented as it was rejected in referendums during the process of ratiufication by individual member states. The French people rejected the treaty on the 29th of May 2005, the Dutch people voted against the European Constitution on the 1st of June 2005.
